The result is a structural shift in what firms and governments now call the “supply footprint”—the physical, geopolitical, and operational map of where value is created, assembled, and delivered.

This transformation is not theoretical. It is visible in semiconductor chokepoints, automotive production halts, reshored manufacturing hubs, and the rise of “China+1” sourcing strategies. The economic consequences are profound: higher redundancy costs, altered trade elasticities, and a re-pricing of risk across global value chains.

1. From Globalization to Geoeconomic Fragmentation

For three decades, globalization was defined by efficiency maximization: firms offshored production to minimize labor and input costs, and supply chains stretched across continents with just-in-time precision. But the post-2020 period has introduced a competing logic—resilience maximization. However, analysts note that ecosystem depth matters more than factory location; relocating assembly is easier than rebuilding dense supplier clusters for precision components.

One of the most visible manifestations of fragmentation is the China+1 strategy. Rather than exiting China, multinational firms are increasingly duplicating supply chains in Southeast Asia, India, and Mexico. Governments have re-entered supply chain design through subsidies and strategic investment programs, such as the U.S. CHIPS and Science Act and various EU and Asian semiconductor initiatives. However, policy research highlights a tension: reducing dependency on foreign suppliers often increases domestic exposure to input bottlenecks if ecosystem depth is not simultaneously developed within the home market.

Despite headlines of “deglobalization,” the empirical reality is more nuanced. Three overlapping systems are emerging:

  • Core global system: Still dominant in high-tech, capital-intensive production.
